Appears your GTA-SA installation is corrupt.
Did GTA-SA run properly before?
Uninstall SA-MP & GTA-SA entirely. (Make sure you delete your C://Documents/GTA-SA user files too
Make sure the entire GTA-SA gets deleted so you'll get a fresh new install of the game.

Just because MS have stopped supporting it, doesn't mean it won't run programs... Your issue doesn't lie with Windows XP, it's more the settings.
Does the game work in single player?
Remove the compatibility settings you have currently got on the GTA SA exe.
Uninstall the game and SAMP, delete the game folder and re-install it. Ensure you delete the SAMP folder too after noting your favorite servers. Re-install SAMP too.
Often when you uninstall it leaves mods files and other bits in the folder.
