Reinstall your client . And delete the SAMP folder from \Documents\GTA San Andreas User Files\ . It will fix your problem. If not check your internet

Not working. I did as you said. My internet is ok too. I sense that whenever I'm reinstalling it. In setup there is show details option. When setup is about to install, I see something like copied failed. I saw it but it was just for milli second. Idk when something isn't copied why setup says SAMP is installed successfully

Maybe your DirectX isn't 9.0 or your windows isn't capable to run the GTA-SA or SA-MP.

How about this. Try to check your SA-MP folder or GTA - SA folder in your local disk d and try to check it's compatibility. Try to check the "run this program compatibility mode for:" in your Compatibility Mode in your SA-MP properties then click Windows 98/ Windows ME. I hope I helped at least but try it to check if it works or not.

What is your firewall status?
Is it perhaps blocked?

Firewall isn't blocking it. I think SAMP isn't installing correctly
