Ahн mismo te dice el motivo del error; el servidor no ha logrado establecer conexiуn con la base de datos de SQL. Asegurate de que SQL estй funcionando y que tengas la database bien puesta, ademбs de tener bien configurado los parбmetros de conexiуn (host, username, password, etc...).
