I was wondering if players will play a server if "I post a server ad about the forums, Say them that its under Development, Will be open in a week, Get active on forums" rather than opening both the Server and Forums at the same time. Usually some servers do that, So I should I? it really increases interaction.

It's like announcing closed BETA, but I reckon instead of making a
server ad he could post screenshot of works instead?
But anyway, if you want to expect people registering on your forums then it better not be another generic RP server. People usually register on forums to follow the development, so unless it's something unique and eye-catching/worth the time I'd say it's not worth it.

I would probably visit your forum and see the features that you posted via videos if you had any,
and if you had any unique features that are interesting to me then I would probably visit your server.
But you are making a roleplay server so I probably wont visit your forum because I hate the slowness of roleplay servers.
So ya, you would attract roleplay samp players (or players that are interested in roleplay but never played it) on the samp forum, if they see no features or things that you plan for your server they probably wont come back. If them roleplay players see that you have unique things in yo server then they will come to check them out!
Thats what I think would happen yeyey.
