Hi, you need to downgrade SA-MP using the downgrader on the SA-MP website.

However the latest steam version has apparently corrupted GTASA (they removed certain things), and SA-MP no longer works with this to my knowledge, so you may need to find the game on CD or find a download that isn't on steam.

SAMP downgrader won't work with steam, and steam version never supported SAMP.

Just put it normally on your PC and play rather than bother with Steam.
