Gangzone issue over water bodies

There's a bug I noticed recently that the gangzones aren't being created properly when water bodies are also included. It's not beyond San Andreas map, but for instance, if we're including a gangzone which joins Ocean docks and Ganton (where water bodies are there in middle), it'd either choose Ganton area only or Ocean Docks. I'm not sure if this bug happens only to me because I see no one reported it yet. (I searched, but never found anything.)

I also doubt if this includes for world boundaries function too because things went strange when it covered some parts of sea.
