I run the server fine and in the logs it says it is up etc...
but i look and it does not show and for my friends either, max i waited was an hour for it to show.

As ZaBraNjeNi said above to set the announce setting in the server.cfg to 1.
Also, if it's local hosted, make sure you have port 7777 or whatever port you used to configure sa-mp forwarded in your router and also make sure the firewall of the host cpu is set to allow connections.
