okay guys this question is creepy but i could add cars like call of duty police chopper or bmw car and the other ppl can see the cars or it is not possible :/

No but i think you can mod a car like make an elegy convertable i've seen it before where a server scripted that but i do not know how..

No, in SAMP client or server mods are NOT synced. Although this is possible no one has done it as having everyone's custom car modifications and keeping the vehicles synced properly is a fuck fest... and takes too much refining to get right. As said above however, after I made this post which is a good point, can be done tho... which would be pretty cool.
