I want to make a menu when player chooses any skin and request to spawn a menu appears in which some things should be written like any skill or any special function :P which should be only set by the admin to any player so that he can use that skill can any one ?

That's definately not a good solution @SturtIndia.

He wants to learn how to code, not to learn how to paste.

You should take a look at these functions/callbacks :

OnPlayerRequestSpawn + ShowPlayerDialog + OnDialogResponse.
