Hello could anyone suggest me what program is best to use and usefull when your FPS is lagging so much,

Well if your FPS are too low, it is either because you have mods that are too heavy or because your PC isn't powerful enough.

If it's your PC that isn't powerful enough, you can get the Stream Memory Fix (just ****** it), or try downgrading your settings. You can also try to clean your PC using CCleaner and deleting all useless crap you don't need. Besides this, there's nothing much you can do, I don't thing installing a program will magically boost your PC.

If you've got a lot of mod, do what I said above and if it isn't efficient just remove some of your mods.

CCleaner, remove mods, there's also a program called "Game Booster" that might help

Disabling frame limiter will help him. Why it must be enable?

Disabling the frame limiter was considered bad in the past, because your shooting accuracy would decrease dramatically even if you used to lag shoot. But now, in 0.3z since you don't have to lag shoot and just simply hit the skin you can disable it.

Anyways, try tweaking your video settings and use the stream memory fix.
