Do I have to wait to get Reputation Points? Or do I just get them for free by time-lapse?

People can give you reputation for doing something good. They can also -rep you for doing something bad.

How does that -rep work exactly?
I have 13 points. So if Someone -Reps me do I get for example -2 points = 11 Points in total?
