When a hacker enters my server
he login my system and he can restart server anytime .. like /rcon gmx cmd
but hacker don't have rcon password
How do I fix it?

He most likely has an RCON Cracker, or you have a really simple Rcon Pass..
Try adding a second Rcon pass like in LuxAdmin.

My Rcon pass is a combination of letters and numbers
There are 13 digits Very complicated
I guess he is a Rcon Cracker

Try changing it to more complicated with the combinations of $$%@##%$ ,, this things ,or add another Rcon password like what Excelize say , It may be easy to crack a rcon pass , but its not easy to find an rcon pass in your script..

Adding a second RCON pass is the best option, that's unhackable.

Dear,
If the hacker still can access rcon login even you tried combination of numbers and letters and upper+lower case. Then there might be a keylogged installed in your pc. Be aware.
