A VPS (Virtual Private Server) is just a VM (Virtual Machine), which runs on a hardware emulator, which is also called hardware virtualization. The only thing you need to have is an access to your VPS and read tutorials about LINUX (the distribution you are using). If you're going to set up Wine, you'll just make things more complicated, also your SA:MP server will run much slower on Wine than natively on your VPS.
Link to the SA:MP server LINUX version: http://files.sa-mp.com/samp03xsvr_R2.tar.gz

Mate for Linux there is .sh format and for Windows there is .exe format!!
If your VPS support Linux so it will run .sh server and if your VPS support Windows then it run .exe server
