Can someone tell me what these functions are and how they're used?

I just downloaded a base script, and I'm trying to understand everything that's in it before scripting anything.

You might as well just use IsPlayerInRangeOfPoint, because that's basically what the first function does. Second function is a slightly extended version, though could also be solved with IsPlayerInRangeOfPoint.
