Just a simple question;I haven't been doing anything with filterscripts yet,so when writing a filterscript it's pretty much writing a piece of code under a callback,or just some functions (like a command/group of commands etc.),and i just add it at server.cfg.So it runs everything automatically?

Wrong place to post this to start of!
FS are much more then that.
Code doesn't need to be inside callbacks, can be new variables, defines of code/functions with parameters
It doesn't run "automatically", it is called when ever the event is triggered, like Functions/callback are called and read from top to bottum upon an event.
So on..
