I find that if you turn off the engine of a helicopter, and then use SetVehiclePos to teleport it in the air, the helicopter can stay in the air without falling down. It will fall only when you start the engine again. ManualVehicleEngineAndLights is used.

try to apply slight velocity as a workaround and see if it'll start falling too, its likely a gta issue.
