No. Rockstar games hasn't released a single linux game ever, nor have they released SA's source code, so it is impossible to make a native linux version of it.

Also, on a side note, WINE stands for Wine Is Not An Emulator. Wine doesn't emulate windows, it converts the commands the windows files make into ones that linux can understand, so it is a compatibility layer, not an emulator.
