Make sure the file is actually created before you try to open it. I don't use files for storing accounts but I'm pretty sure the function to create a file in Y_INI is INI_Create.

Is PlayerAccounts an actual directory in your scriptfiles folder?

Make Sure you had Folder named PlayerAccounts in Script-file folder.
