What is the different between : LoopingAnim ex: LoopingAnim(ID, "ped", "cower", 3.0, 1, 0, 0, 0, 0);
And SetPlayerSpecialAction ex: SetPlayerSpecialAction(playerid,SPECIAL_ACTION_CUF FED);
?

Why don't you just try it out? The special action puts the player's hands behind him like being cuffed in real life and they can use normal controls (run, jump, etc) while in the special action. The animation (I think) has the player's hands above his head and him crouched but he can't perform normal actions (run, jump, etc).
