What's 'Freecap'? I never heard of it ... How about giving more details?

You can not run SAMP via any proxy software, as it ain't recognized by the proxy program.
Done some testing on proxyfire, widecap, freecap and some others, in order to pass through my school proxy.
Sorry to tell you, but it is not possible.
