Is it possible to make a NPC or if its allready done, To have the trains to drive in both direction using both Tracks?

All you have to do is have it create the vehicle, the NPC, do the recording, then have it run.

The other track is disabled, so you are stuck only with one track.

But it would work if I record a Driving NPC on the other track and then change the Vehicle id to "Streak" ?

No it would not, the other track is disabled - You can only use one track.
