I have just got a Visa Debit Card but i don't know how can i buy online with it..
It is activated.

You just use it like a credit card. When you go the the checkout of a website and it asks for the card details, you enter them. It's easy I do all of my online shopping with my Visa debit card.

But it says "Your account is not charged" ...

Well make sure your bank offer's online shopping as few banks don't support it.

Most of the times, you can just use the card on the site. But if they accept paypal, you can signup and use it on paypal too.

You don't need to register it to paypal to use it, just use it without logging in.
