No offence with English skills like that I wouldn't bother - on topic, to use samp efficiently in a perspective of hosting for clients you would need to look at getting a game server panel such as TCadmin or GameCP

Well opening a hosting company is up to you what things u can do yourself.

VPS: According to from which company u buy.
Web Designer: Hiring a Web Designer or you know it then you can save that money, but you can have more cheap web designer like me xD.
PHP Coder: If you know it you save money if not then you have to pay PHP coder, i know a PHP coder too PM me if you wanna more info.

My Suggestions If your gonna go for a legit company, you need to buy a Dedicated Server that has good specs like, 1GB Port, 1TB Harddrive, 16gb RAM. Around $90 a month. Than $10 for a domain for one year, you can find website resller for $7 a month, than a CP for your dedi around $15 a month, than a website CP for people to buy like WHCMS for $15
