i have one problem, server keep restarting for about every 30 seconds (not my connection cuz other players timedout too) cpu and memory usage is unknow......

Do you have shell access to the server or if it's Windows remote desktop access? You should kill the server-process on Linux with "killall samp03svr" or with taskmanager on Windows. Also, install htop on Linux with apt-get install and see if there is anything which might start the server over and over again or in the taskmanager. Then look over the configuration of your control panel and attemp to start the server again from the control panel.

Well it's a command which is a part of the psmisc package which you can install with "apt-get install psmisc" if you're a super user with sudo or even root. After you've installed the psmisc you can killall samp03svr, and the samp30svr is the representative of samp-server.exe in the Linux world. Also, as I mentioned before, htop is great if you want an overview of which processes are running currently.
