Like chatting while offline without any logining in or anything

True,but you will need to script the stuff and commands,for the IRC, anyway somebody should make an IRC filterscript and you can make edits on that stuff but that's way too hard you'll need to save ranks and those.....

well he dosent means irc he means samp-server.exe means the black window that comes in windows server so the owner can chat throught it well sir as per my knowledge linux servers dosent have thoses window and while hosting your server on VPS or Game Host you will never see that its only in home host

That's the RCON window. It's used to perform functions on the server without being on the server.

Be happy they do all the samp work for free, samp reached a stage where people would already be willed to pay for it (at least some), now they should also pay 1000s for hosting?
