What should I do?

I have liked this girl for about 4 months. I had the chance to ask her out last school year the day before summer vacation. Then I wussed out, and now she has a boyfriend, since July. Am I stupid for not asking her out, or is it natural to get scared about things like this? Is it expected that she will break up with him or vise versa soon? If so, how long before it is OK to ask he out? I am so lost here...

I may not be the best in relationship problem solving but there's approximately 7 billion people on this planet and you're "so lost here" about just 1. There's plenty fish in the sea. Let her go. Geez.

I don't want to let her go, I want to find out how to get her... I really like this girl, and don't want to foget about her/ let her go. She is special, and if you knew her, you would feel the same.

You had your chance and you blew it. This isn't a romantic movie, she won't go falling right in to your arms (if she even breaks up). Like it or not but the only reasonable option you have is to let her do go. Get over it.

Generally not being confident will lead you to a retardation of the relationship development. Be it, and you will never be able to ask her out to dinner, to date, or in some cases approach. I have friends who are generally fine with males, but when they confront a girl they act like they have never met an human in life. That, in my experience, is turning off unless the girl's personality is alike the dude.

EDIT:
My advice to the original poster is to be outgoing. She's an human like you, me and everyone else. As soon you start to know her, you will gain more trust, and even if she broke up an hour ago she will like you if you are the kind of person she would like to go out with.

There's 9 million people in New York. 4.5 million women. Of course, you want to meet someone roughly your own age - let's say plus, minus 5 years. So if you take into account the most recent census data that leaves us with 482,000 women. But wait! 48% of those are already in relationships and then you have to eliminate half for intelligence, sense of humor and compatibility. And then you have to take out the ex girlfriends and the relatives. And, oh, you can't forget those lesbians. And then that leaves us with 8 women.
