How am i able to create my own tutorials on the SA:MP wiki? Do i have to be appointed by an admin, If so could I?

As it seems, the SA:MP Wiki does not allow new registrations, but I see the german section should get some more edits. So is it possible to get an account anyway? Who is responsible for the Wiki?
