I have experienced this problems, by downloading a original copy of libeay32.dll.

Hmm.... Did you paste libeay32.dll in the main data folder?

I Remember when I Had similar problem with sscanf plugin and problem was with my net framework. I Updated it and restarted computer, then it started to work.

Check that, did you REPLACED existing file and restarted your computer again.
