U can use XAMPP to set up a local MySQL server, ****** "free MySQL server" if u want a hosted server.

****** for 'free mysql database' or something like that. I've searched some time ago and I found a bunch. After all I didn't really use one cause my webhoster found another solution. But there are free providers, and I guess they always accept connections from a SA:MP server.
