I'd recommend any of the normal hosts like volt or whatever. Much cheaper than managing a dedi FYI.

It's unfortunate that they're the only payment methods you can find. If you do not have your own debit card, I recommend borrowing a friends and using that monthly and paying them the money or a form of transaction like that as it'll be a lot simpler and easier for you to find a host.
