ok im a total noob at this complex scripting(may not be to you) but i want a command how i /vehmod and a menu pops up with a list of all the rims and what rim it is then if i select one it applies to to the vehicle im in can you please assist me in making it and i also want it to be admin only pleasee

There plenty of them, use ****** and search for sa-mp vehicle mod menu or something like that!
