Well, here's my problem

carz0159 download again server 0.3e,extract files and open pawno.exe and compile gamemode

Browse to settings.ini in your pawno folder from your samp server directory, you will find "params" variable, make sure it's value is set "-r" flag, if not then set it's value to "-r"[without the quotes "", of course] manually, save that settings.ini file and finally recompile your script.

I fixed it by recompiling with new includes, but now i get runtime error 19

compile your game mode without errors. this means there is some error on your game mode !!!!!

Make sure all your plugins are updated, and that there are no warnings/errors in your script, and download the "nativechecker" plugin, and post the server log so we can see just what exactly isn't there

you using linux,download plugin nativechecker.so put in folder plugins and open server.cfg in the line Plugins add nativechecker,now compile then post server log
