It 24 hour online..so i wonder if it runs on static IP. and they dont have any ToS like that.

I would say most likely it is Static but the only way to find out is to try, however check their ToS again. If its breaching them dont do it if it isn't feel free. However they may block you from using it as they can see activity from your IP.

Every one using the same WiFi has the same IP right? so how will they distinguish ? and They dont mention any ToS.

Ports, your connection to the WiFi is differnt via ports. My port is 3*** cant remember and my other PC is 5*** on the same router check this with IP config anyhow this makes no differnce to the server as it has its OWN port.

Also if the ToS isn't visible in the shop its Legal if they wish to take action they cant as the ToS wasn't properly displayed.

there are internal ips within a network..
