Third of all, it's illegal so samp should do something about it.

You really can't do anything about it. However, if you want to, you can send a complaint to team@sa-mp.com, but they most likely won't do anything about it!

Well the samp team is under no LEGAL obLigation to do anything about it. If someone is committing a crime get the real authorities involved otherwise just block the jerks and be done with it.
