is it a good idea to run server on a VPS in USA if all players are from macedonia?
what about ping and lag?

It wouldn't be a good reasons to run a VPS (SAMP Server) as VPS's tend to lag (depending on the host) are easily able to be DDoSed. I would suggest you going with a Dedicated Server from a Cheap (but fine) hosting, or a simple Gameserver. VPS's are not your best protection, or gameserver I suggest you to use.

VPS can run game servers, although depending on which host you use it could be slow etc... But with that port speed it should be fine.
Along the lines of DDOSing, A DDOS can happen to any server VPS or dedicated. just dont make a hate club and your fine
