dont think you can as far as i know :X becosue the parachute deploys only when the mouse(action_key)
what you could do i to slow him down bu SetPlayerVelocity

Yes, I know that opens only on action_key, because I'm interested, how to force players to squeeze or to be automatically pushed...

Its impossible for now...only thing you can do is use custom parachute model and use SetPlayerVelocity
