Hello, can soemebody help me create Mysql system.
So the player needs to register in forum and then he can play.
Ban list and top list.
It could be great if someone help, i am realy bad at making websytes or smth like that!

thats a fairly complicated system for someone to help you with, id be surpised if anyone replies with an entire answer to your problem. I intend to use compatibility with my forum SQL database and my server one. i dont yet know how to do this but im going to learn myself. You should try and do the same thing.

Anyway what you need is MySQL server where you have access from both web server and SA-MP server, a mysql plugin for SA-MP, and a little experience with MySQL, PHP and pawn.

It's too complicated system from someone to just post here like English-Conceptz already said.

If you're looking for a scripter to do it for you then you'll probably have to give that person some money. If you're looking to do it yourself, look up some MySQL tutorials online, read the samp wiki on mysql and read up on PHP. But as said before it's fairly complicated it's impossible to just post it to you here.
