Thanks , i'll go try it right now maybe try to replug it.

EDIT: just try'ed it computer on boot is running fine the monitor it's like it doesn't respond to the computer at all.

Rom failure affects the computer start, like you press the start button, the computer start working(energy) and nothing happens, if your hard drive and cd rom drive works, should be a screen problem, if the problem continues, go to a computer repair store, they will fix it(when i bought my desk computer, the screen dind't was working, so i go again to the computer store and told the problem, they fixed on time. maybe drivers will be needed for screen.
But anyways check the ROM failure, because ROM is Read Only Memory, so if that gots deleted, you will need to buy a new motherboard.

Try to boot the PC with as much removed as possible, so:

- Remove all hard drives.
- Remove all optical drivers (cd/dvd).
- Remove all internal cable's to front USB.
- Remove all external cable's to all USB ports.
- Remove all PCI cards.

Etc..

If that all doesn't work, and since you've already tried another monitor or videocard, you've got 99% chance it's the Motherboard.

Thanks , i just try'ed it removing all hard drives , PCI-E cards and any USBs still same result the CPU Fan seems to be running fine to can this be the new power supply i got?.

You've already replaced the PSU right? Then you've got a 99% chance that the problem is you motherboard.
Check if you have any warrenty left, if not, you'll need to buy a new one.

BTW, have you inserted the 4-pin connector? (or 8-pin on newer motherboards)
And all videocard power supply connectors?

Yes i have connected the 4 pin connector no this PC has no warranty since it's an custom build but i was wondering to buy this barebones kit but i don't actually think it's the best but would you mind checking it?

Okay then, it's most probably your motherboard.
But i'll advise you to just buy another motherboard, not a whole kit since your system is good enough.
