Is it possible to allow passager use Rocket Loucher when they use H in a vehicle?

I'm not sure, but one of the 0.3c releases said that the passenger is allowed to use more weapons for drive-by... so meybe.

Yes. It is possible. Use SetPlayerArmedWeapon after you check is he passenger
