I have got a problem with fps my fps very very low max 40 if a frapsed fps 15 :/

My System;

Intel Pentium 4

2 gb ram

ATI radeon hd 4650 1 gb video card

direct x 11

realtek sounds pls help me

A max of 40 is quite reasonable i don't see any problem with that whatsoever personally. Fraps of course it will be lower that's fully expected. However by using a well known search engine you could possibly find a low quality mod which may raise frame rates slightly but not by much.

You can also lower your resolution, turn off frame limiter and turn off Anti Aliasing.

You would be much better off buying a new computer. Not only are the other parts quite limited but your motherboard will be too.
