I would like to create a SAMP server that is public and that others can play.
Only thing is its not my router so i cannot port forward. Is there any way to create a samp server without having to port forward? i know there's hamachi but its not great from what iv heard.
I would have to use no-ip as the ip for the server because i dont have a static ip on my pc.
any way to do this.

Get a host..
OR, if you have no router, just a direct connection, you don't need to port forward, just open ports in your firewall.

Well its simple, Get a host or Port forward, nothing else you can do unless your router is already port forwarded to 7777

Actually im on a free host but its really good no problems. its using cpanel 11. etc.
what i get.
UNMETEREDDisk Space & Monthly Transfer
cPaneland Custom Account Panel
GD LibraryInstalled
FTPAccess, Webmail + POP3
PHP, MySQL, ASP.NET, Python, Perl
I think ill ask them if its i could run a sa:mp server there and if they have Shell/SSH client they do have a control panel but its cpanel.

You could install a PHP control panel (Weedarr released one I believe).
Though, from what I'm reading - You don't have Shell Access, could you post a link to your host's terms of service?
