I myself started a roleplay server with some fellow players of SA-MP (Hal, Stuntkillas, Flyfishes, Jamie Morrison and Adam Booth aswell as some other players back in 2009).
If they asked me for three fundamental tips in the development of a roleplay server, I would, instead of tips, give steps.
My first, and most important step, is the planning stage, this was done back in 2009. Since then, the idea of a realistic political simulation game with a story that fits San Andreas, and basing our systems on the real way was in my head.
If you have the idea, don't leave it, even if they say it's stupid, impossible or simply, that it will be another 'failure', if you really want to do something, do it. One day, grab some papers and a pen, write all your ideas, use drawings.
My second step or tip is about your team. If you are the owner, don't expect to be the only scripter, friendly tip. I tried it myself. This week I decided to put some Assistant Scripters, you don't know how relaxing it feels when you have backup.
In my opinion, a team is one of the more important 'pillars' of a server, any type of server. You need to be professional. If the guy you are about to hire uses random internet acronyms like 'lol', 'wtf' and such, it's an instant indicator of immaturity, therefore, just reject him.
Lacking a team? Don't worry, once your ideas are converted into code, they will join.
My third tip or step, is about abandoning projects. Once you start a project, it's stupid to stop it, Don't stop it, you have that idea, just keep working on that script. It will work if you believe in your skills and in your team.
