Please Tell me what you would like to see in an RP server.
Here are my ideas:
1.0.3c vehicle Controls
2.Bus System - Similar to RC-RP one, only without NPC's.

The answer is no. Your player base will not increase, because those arn't even very unique ideas.

It wont decline your population, but probably wont attract anybody new.
Seeing it's SA:MP 0.3c they will expect the 0.3 features.
If it's a RP Server, Car dealership is pretty much a given.
Bus system, seen in almost every RP server. One way or anther.
You want to attract more people? I suggest;
Using some creativity. Create jobs that have not been seen a million times.
Unique systems will make users curious to how it works. But don't try and make it too complex.
If they can't figure it out, they will probably give it up and leave.
Also you have to think about how your advertisements look.
Spend some time in Photoshop or have someone else if you arn't familiar with the program.
Make your ad's appealing to the people. A Bland ad, that looks like all the rest, will make your server look like all the rest.
Just my opinion.
