I tried rangeban, i tried normal ban. What should i do, some dickless piece of shit keeps changing his ip and coming back. What should I do? Would IRC help me, by just getting his host and with the banned host will ban the player again?

it would be possible if we can get there mac address but it anit going to be possible right now maybe in future
the only solution is keep banning him or make the name blacklisted from server.

You currently can't ban someone "forever" in SA-MP. Maybe in future versions, or a plugin (which is not very smart, ****** explained why).
