I was wondering how i could make housing and business of a player appear even when they logoff to make it similar to Static but they are not static

What script are you using? You would also use a system like SQL or File systems to save the information into a file in the case of a server restart.

its a very old PRP edit but ive edited and made it my own - it saves the business's + houses automatically in the script i was just wondering how it would be possible to make them stay when the owner of both log off

That doesn't help much, as we don't know how the houses are setup.. Show us whats happening OnPlayerDisconnect, assuming thats where it makes the houses "disappear"
