Your XAMPP control application clearly shows that the MySQL service is not running, hence the "Start" button. Try starting the service using the button.

well i click on it, doesnt do anything, just says mysql running port 3306

Check in task manager to see if the SQL server is running.

only thing thats running is xxamp-control.exe

how do i get sql to start

OH LOL it was because it was in program files at wouldnt allow permissions

but now i get this:
