hey I wanted to ask whether one can change the speed of vehicles on the server, since it has no effect on the server if only the changes in the client handling.cfg

No, you cannot modify the vehicle speed. Unless you scripted a modification and use SetVehicleVelocity? Not sure how you would do it but i'm sure it's possible. I bet some smart person out there can do it
