(I HAVE WINDOWS XP) Ive already changed the rcon password. ive saved it. is there somthing wrong wit my pc? do i have to download somthin to be able to open it or somthing? Ive downloaded the windows server thingy on sa-mp.com/downloads to get the files to make my own server but....my computer wont open the dedicated folder as named as samp-server to be able to run the server..... do you know how i can fix this or anything else to download to replace that?

Change the rcon password to something else in the server.cfg
Because you did not change it from the default, wich is "changeme"
