how can we keep our server working 24 hours?and also how can i stop my ip getting changed everyday?

1. Either keep the PC online or buy a server from a server host https://sampforum.blast.hk/showthread.php?tid=189169

2. Contact your ISP about static IPs or try using the web for tutorials to keep an static IP like http://portforward.com/networking/static-xp.htm

i have to pay for those 1's is there any free 1's?if i leave my pc online it would burn up.

There is no free server hosting. Some people offer it but most of the time that means they want something in return if not than they wouldn't bother to waist their bandwith and such to do so. If you can't pay for a game server than you shouldn't be making one to be honest because money is an investment to creating any successful server.

Just pay a little for a server host. A 50 slots server won't cost that much.

Not everyone is able to pay for hosting from their country.

It hasn't anything to do with that. It has to do with that most of them who;
1. Hosts at home, then ask how to keep their server online 24/7 when it's obvious
2. Asks for free hosts
3. Says they can't pay for a server

are 12-year old kids who don't get a single cent from anywhere, or simply wants to buy ice-cream instead.
Either that or their parents wont accept a 12-year old purchasing online for something they don't understand.

I'm glad that it still is that way, for most people. Otherwise there would be even more noob servers out there.

Another choice would be to use no-ip. Contact me via Forum PM for more details. Informatively no-IP gives you an alternative domain in which you can update your IP each time it changes, without having the issue of sending all over the new IP each time it games. Additionally they provide software that updates automatically the IP when the internet crashes.
