Do bubble chat work

i did this

SetPlayerChatBubble(playerid, "Bubble Chat Test", Blue, 300.0, 10000);
return 1;
}
blue is defined i get no errors it just dont appear (to me)

why?

It doesnt appear to the player, but it appears to all others if in range.
